Summary

Civil ser vants played a ver y important role in solving difcult situations in the border zone. On the western border of the Russian Empire such obligations were exercised by bor-der commissioners. These functions were entrusted to the heads of the districts (Kingdom of Poland, Kurland guberniya) or county ispravniks (Kowno, Volhyn, Podolia and Besariabia guberniyas). A few years before the outbreak of the First World War, work on the prepara-tion of an instruction regulating the rules of their duties was begun.
